Bootstraping is perfectly ok for compilers and such. Many of the
core packages in Debian can actually not be built without
special handling in the beginning, and in many cases later on when
binary formats are changed and so on. So that is not a problem.

If it can not be rebuilt later on without things in main (when itself
is a part of that) however, then it have to go to contrib (not non-free).

So if you can upload a set of packages (a set can be one element) at the
same time that can be rebuild with things in main, with itself included
in main then it can go into main.

If this rule can not be used, then no free software would exist at all.
