I think the queue has been down for a while. I upload to anonymous ftp
queue with `dput'

Here is a part of my ~/.dput.cf:

[ftp-master]
fqdn = ftp-master.debian.org
incoming = /pub/UploadQueue/
login = anonymous
method = ftp

and then:

$ dput ftp-master package.changes
