What happens if you run an application from gnome-terminal like the 
'LC_CTYPE=ja_JP application" ... 

export LC_CTYPE=ja_JP.UTF-8
export XMODIFIERS=@im=uim
export GTK_IM_MODULE=uim
export QT_IM_MODULE=xim
uim-toolbar-gtk&
uim-xim&
startkde

This works for me for everything on my two machines. I think you either need 
to export LANG or LC_CTYPE (apparently this isn't needed anymore?) or you 
need to export XMODIFIERS before you start uim-xim?
