Yes. Even in Japan, NATIVE commercial IPv6 connection is very expensive.
This cost is even or higher than IPv4 connection.
Because native IPv6 connection provide by a few of ISP for consumer/SOHO use.
As result, many japanese IPv6 hacker connect with some tunneling method.
Maybe most easy way to connecting IPv6 is 6to4.
