limiting requests from IP in apache

Hello,

  today I have noticed on my apache1.3 server more than 100
  simultaneous requests from one IP address. Looking at the log file
  it seems that it was using some badly configured downloader -
  downloading some .rar file in ~20kB chunks (206 partial content).

  Is there a way this can be avoided? Either in apache or using
  iptables (2.4 kernel)?
