Intermittently Faulty ISDN Line

This isn't strictly about debian/linux (sorry, but I'm desperate).

We have are a UK based ISP support company with a small satellite office
in Portugal.. we've had an ISDN line for about four months now, and have
intermittent failures... symtoms are a hideous noise and the line goes
down for 2-5 minutes.

For long periods of some days, there is no dialtone. For example, today we
experienced 600 dialup failures.

Getting an engineer to turn up is an absolute nightmare (we've had one out
once in the last month) the problem being intermittent, you guessed it,
there was no problem whenever these guys turn up...

What I'm after is advice and possibly a link to some line testing tools so
that I can contact a solicitor with some hard evidence and try to get
something done about this.
