The default Apache usually comes with a fairly comprehensive list of
mime.types.  And I think there is even a .deb package of mime.types.  One
thing you could do is to make the default mime type application/octet-stream
instead of text/html.  That way a download would be forced for any
miscellaneous undefined file.  What I did was to add every extension I could
think of to the application/octet-stream line.
