FTP Server

Hi,

    I have to create a public ftp server, where only users can login,
look around, and retrive files. There will be a directory called
incoming, where users can place files, but not delete them. Can someone
tell me which is the most reliable, and efficient ftp server ? People
say that proftpd and wu-ftpd have some security problems with root
access. . ..is this true ? I am a little disorientated on this matter. .
