So basically, the query should be done on both, since not every provider is using ip6.arpa yet. For example there is only a ip6.int. delegation forViagenie (3ffe:b80::).
As you may have seen now, IETF has approved the document proposing to delegate e.f.f.3.ip6.arpa to the 6bone hostmaster, thus enabling reverse dns for 3ffe::/16 in .arpa,
and in some time, making ip6.int obsolete.
