This seems like a reasonable request for us to get your proposed changes into 
a final state before being granted to the repository.  I can work with you 
off-list to get it in shape and you can re-post to the list once it is ready.

The first thing we should address is that debian/changelog should reflect all 
of the changes made to the debian directory since the last release.  You can 
get some idea of how this is done by looking at previous entries in the 
changelog.

For your current set of changes, it could be something like the following:

ibus-avro (1.2+git20230914-3) unstable; urgency=low

  * Adopt the orphaned package (closes: #1121687).
  * Add debian/salsa-ci.yml with recommended default values.

Once you have that done, send me a direct email and we can discuss the other 
things you need to do.  Each of those things will need to be added to the 
changelog as well.
