python-requests-cache has been updated to version 0.9.1-1 in unstable and jammy-proposed, which includes the mentioned commit.
So I grabbed your first proposed upload (14.0.284-1, i.e. without the workaround) and uploaded it again as a "no-change rebuild".
Let's see. If it works, please adapt d/control and d/changelog in the repo accordingly.
