I tested that. Built keyman-config without your workaround in a PPA 
together with a patched python-requests-cache. Succeeded.

Not sure how to proceed, though. One thought is that you file a Debian 
bug against python-requests-cache. Then I could submit a merge request 
with the same change as in the PPA.
