salsa.debian.org maintenance (GitLab 13.11 update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2021-05-10,
between 1900 and 2100 UTC.

We will upgrade the GitLab instance to 13.11.

The user visible downtime should be less then 30 minutes.
