salsa.debian.org maintenance (GitLab 13.3 update)

Hi folks

We will perform maintenance on salsa.debian.org today, 2020-08-30,
between 1000 and 1200 UTC.

We will upgrade the GitLab instance to 13.3.

The user visible downtime should be less then 30 minutes.
