salsa.debian.org maintenance (GitLab 11.3.0 upgrade)

Hi folks

We will perform maintenance on salsa.debian.org today, 2018-09-22,
between 1800 and 2000 UTC.

We will upgrade the GitLab instance to 11.3.0.

The downtime should be less then 30 minutes.
