I seems even problematic to get such system running at all (that includes
the decision which system to choose, find people who do the work, and 
apparently a translation system is considered unimportant for many
people, so only few contribute to such approach).

I cannot say how difficult or easy it is, to set up a launchpad system
for Debian, or if this is possible at all.
