Bug#821467: debian-i18n: man displays (english) manpages with incorrect hyphenation: `�<80><90>'

Dear Maintainer,

Using $ man xyz on LANG=en_GB.UTF-8 or de_AT@euro produces irritating �<80><90> inserts 
in the text.  Using LANG=C man xyz renders the manpages cleanly.
