Don't translate debconf templates for the numad package

You may have noticed that a new package introduced debconf templates
which you might want to translate in your language, namely the "numad"
package.

I suggest *not* working on these templates' translations. They are
considered (by me but also by the Best Packaging Practices) as debconf
abuse : they are "notes" that are just displayed to users
installing the package, at high priority, with no input or
interaction. Such behaviour is considered abusive as it interrupts
automatic installs. See debconf-devel(7) for a rationale *against* the
use of such notes.

Therefore, I requested in a bug report them to be dropped from the
package and their content moved to README.Debian, wherey they belong.

Tthose of you who track translations with the robot may point the
robot for their language to the "abuse" bug report (#797859).
