For the Norwegian translations of KDE, the mailing list is

i18n-no@ping.uio.no, the coordinator is Karl Ove Hufthammer karl@huftis.org

The mix of languages you are seeing is due to the fallback languages set up when a translation is incomplete. This is set so that Norwegians will see Danish and Swedish before falling back to English.
