Yes, you did misunderstand the original request.
The request was about having all translations in a central place
*instead* of having them in the packages.
So a translator adding/updating translations for 100 packages in his
language would not file 100 bugs, requiring maintainers to update
100 packages.
Instead, he would just update the one package containing all debconf
translations for his language.
