Indeed.  As far as I can tell, we are not shipping a Hebrew run-time
translation of GRUB right now, nor any other right-to-left language.

As a policy we don't translate any CLI apps (the Linux kernel has no builtin support for RTL languages) there are several exceptions like the Debian Installer but usually CLI apps and strings are left untranslated.
