Bug#545183: scponly: Debconf abuse

The scponly/fullwarning that recently appeared in this package (strangely
without mention in debian/changelog....translators just discover it now a
debian/po/*.po files have two untranslated strings), is very exactly fitting
the definition of Debconf abuse as explained in Developer's reference
(http://www.debian.org/doc/developers-reference/best-pkging-practices.html#s6.5.1)
and the debconf-devel(7) manpage.
Such warning pertains to NEWS.Debian, eventually, or maybe to the package's
description, but not IMHO to a debconf note.
In any case, the text of this debconf note should really be reviewed and
amended in order to minimize the "shouting" and quite invasive exclamation
marks.
To translators: these strings just appeared in scponly. I suggest you to
wait before rushing out and update your translations as this bug
report....suggests dropping the new template.
