The above is updated daily (IIRC, twice a day, even). Even if you happen to send out an outdated file (in case, for instance, a package changed|added strings in the meantime), this is not a big problem: the maintainer shoult still use it, it will be synced at build time (or if the mainainer is clever, (s)he will sync it manually and ask you to update it) and the next tarball will have the file (or you can get it through http://www.debian.org/intl/l10n/po-debconf/gl).
