no-ip 2.1.7-4: Please translate debconf PO for the package no-ip

Hi,

The debian-l10n-english team has reviewed the debconf templates for
no-ip. This opens an opportunity for new translations to be sent
for that package.

no-ip already includes translations for:
cs de fi fr gl it pt pt_BR ru vi

so do not translate it to these languages (the previous translators will
be contacted separately).
