debconf PO translations for the package tex-common

Hi,

The debian-l10n-english team has reviewed the debconf templates for
tex-common. This opens an opportunity for new translations to be sent
for that package.

tex-common already includes translations for:
ca cs da de es fr gl it ja lt nl pt pt_BR ro ru sv tr vi

so do not translate it to these languages (the previous translators will
be contacted separately).
