I tested with Russian (kvm X-window). After the reboot I get
working console with russian:
locale -- ru_RU.UTF-8
LANG --  ru_RU.UTF-8
fonts -- OK
keyboard switch -- OK
installed packages:
console-common
console-data
console-cyrrilic
console-setup
console-terminus
console-tools
