It is/was. The tables in the URL you mentioned contain references to PO files
in Dennis Barbiers home directory. I requested last year a list of PO files
in his directory to be able to fetch all German files (and I did a major
proofread on all of these).

Just obtain this file list (don't remember the path) and do a shell for-loop
together with wget to fetch these files.

I could not find this file below http://merkel.debian.org/~barbier/l10n/
but I also haven't tried it seriously.

Maybe you can parse
http://merkel.debian.org/~barbier/l10n/material/data/unstable.gz
instead?
