We could ensure that the characters needed are available easily on each respecitve national keyboard. I am also involved in ISO keyboard standardisation (SC35/WG1) and via that channel I got the info that the EU are asking for a specific set of characters to be available for inputting for all publicservice desks in the EU. I would like to look into that.
It is not only a keyboard problem. The German quotes e. g. are not part of latin1 or latin9. So the only way to display them correctly on iso-8859 pages is using CSS.
But when in Unicode enviroment, the quotes should be easily accessible. though.
