Well, be aware that what I mentioned above is mostly centered on
Debian-specific material.
I have never been focused on upstream applications l10n (OO, Mozilla
stuff, KDE, Gnome, Whatever...)....all these projects have good
frameworks and good l10n teams.
And I don't think we can bring much more here by setting up a
framework which would duplicate the framework used by other free
software projects.
What is really specific in Debian development with regards to l10n is
the distributed nature of the development. In short, each developer is
responsible for the development cycle of her/his packages...and
translators have to deal with this.
Our main problem, as Debian translators, is currently the access to
the l10n material. All other higher level functionalities will come
far later.....
Actually, the problem is very similar to the FreeTP project with
regards, for instance, to the translation of GNU software (distributed
development).
