Yes.

shadow "non Debian" translations, aka "the big file", is handled by
upstream (Tomasz Klockzko) now. We, Debian package maintainers of
shadow, are in the process of abandoning the current version of shadow
we have in Debian (4.0.3), and soon upload a 4.0.12 package.

This will mean that we won't deal anymore with shadow translations
directly (sending call for updates and so on...). However, most
translators are actually Debian translators, so it's highly likely
that many further translation updates will go through the Debian BTS
because this is what you people are used to. No problem with
this...but translation bug reports will be now fixed by upstream new
versions and not directly in Debian shadow package.

However, for level 2, which is the *debian* translation (the debconf
screens), the translation updates are still managed by the shadow
Debian maintainers, of course.

shadow is maintained in a SVN repository:
