You misunderstood me - I'll rephrase the question: 

Wasn't it so, that earlier *only* the outdated file where listed in
"levelX/files/<lang>/"? 

At least I used to track that directory to see
when a file needed to be updated. (Of course I can track/watch
"levelX/<lang>.txt" in stead.) In addition I think the quote is
unclear - it's easy to understand it as exclusively out-of-date files.
