No, you can update those files. See http://www.nl.debian.org/releases/
for meaning of "unstable".

There is no SVN/CVS repository for newt. Do not know about shadow.

tasksel/tasks/po$ LANG=C msgfmt -o /dev/null --check --statistics vi.po

Did you look for wrong file?
