We discussed something like this for the new installer, making it
possible to update/add translations independent of the "real"
packages.  For this to work, one need to be able to add translations
to the debconf database.  The bug report asking for this to be
implemented in cdebconf is <URL:http://bugs.debian.org/212921>.  It
would have to be added to debconf as well to be an option for the
installed system.

I believe it is a good idea to keep the translations independend from
the real packages.
