Good. I was looking "man 1 locale" which had no LANG mentioned.

"man setlocale" told me the difference between LANG and LC_ALL.

 LC_ALL overiding default if set.
 LC_*   specific set up
 LANG   fallback default

I also find "man 7 locale" which is also nice. 

Answer is always somewhere very close to where I looked around :)
