Debconf could easily be pre-seeded to select a generic US keyboard to pass CI.

The key point is that without keyboard-configuration, the console will
fail to load on reboo, then we're stuck with a command line that barfs
on bash's standard command prompt's escape codes. Of course, a better
option would be to make keyboard configuration independent of whether
the console succesfully loaded. At least, it would spare someone from
having to mentally think in US keyboard terms when attempting to
configure/rescue the system on the barebone terminal.
