I still have the 2023 release CD around
https://cdimage.debian.org/cdimage/ports/hurd-i386/current/iso-cd/debian-hurd-2023-i386-NETINST-1.iso
and it still boots the installer into Low memory mode on the above mentioned
machine, both choosing "Text install" and "Expert install". "Graphical install"
seems to boot but gives a black screen.

So you have the option of setting the disk to compatibility mode on the BIOS?
This has helped me booting the installer before.

What messages do you see on the screen?
The information that a kernel up to 2022.12.27 worked may help someone identify
the problem.
