sv doesn't work on Hurd, attempting to control service succeds on the first invocation,
but fails on the second (and on any other subsequent invocation as well) with:

fail: ssh: runsv not running

sv does a sanity check on the ok pipe ( or maybe the control pipe, not sure)
and when that check fails it thinks that there is no runsv process to signal.

In this case the check fails but the runsv process is running and it's still
possible to control it sending characters to the control pipe with echo or 
printf, so for instance, you can restart runsv with

# printf x >/etc/service/ssh/supervise/control

and then it's possible to use sv to control the service again, but only
once of course..

This bug is the reason why the sv build test fails, as reported in #1003891
