Sorry it took this long for you to get a reply.
If you are trying to install the hurd via a usb image, then it won't
work. The Hurd does not support usb at the moment, but we are making
progress. You need to install the hurd via a CD.
I can confirm that the 2023 release installer CD worked to install the
Hurd on a T43. It should also work on a T60.
