See its dependencies: it depends on emacs23, not emacs24.

See what is mentioned in the very URL you have given:

No entry in hurd-i386 database, check Packages-arch-specific

and that file will tell you what to do, which Gabriele has actually done
already.

Possibly too. Again, "just" needs to be investigated.
