Bug#594658: debian-policy: Add FHS exception for GNU/Hurd directories

Here's a draft patch to add an FHS exception for the two top-level
directories GNU/Hurd uses.

It might make sense to merge with the /sys and /selinux paragraph, and
the footnote might need to be clarified probably.
