Found the problem.  dpkg throws out an error when cross-install is run
"ERROR: dpkg did return unusual messages, please investigate:
INSTALLATION ABORTED!"
and sure enough cross-install aborts.
Nasty hack.  Comment out line 358 which effectively turns the abort into a 
warning.  (the original cross-install).
