There was some um-pppd (User-mode PPP) package for Debian GNU/Hurd with Neal Walfield's patches, but it got removed from Debian. It used tun0 (tunnel) device for pfinet. I've never tried it. Searching for "um-pppd" gives some discussions about this topic -- I don't know details.
