locales lock locale-archive fail

Hi!

I have try install locales_2.3.2.ds1-11_all.deb downloaded from
ftp.debian.org.
here command line:
# dpkg --ignore-depends glibc-2.3.2.ds1-11 locales_2.3.2.ds1-11_all.deb

I check ru_RU.KOI8-R and ru_RU.UTF-8 locales and press enter

Setting up locales (2.3.2.ds1-11) ...
Generating locales ...
	ru_RU.KOI8-R ...done
	ru_RU.UTF-8 ...cannot lock locale archive
"/usr/lib/locale-archive": Operation canceled

Why this can not being locked, if no any programm like apt-get does not
executed?
