This is correct, you should download it from here.

With that it installed Linux instead of the Hurd you mean that the installer
is using GNU/Linux I assume? This is correct.
You cannot boot GNU/Hurd with LILO (Which stands for LInux LOader). You
need to use GRUB to boot GNU/Hurd. You should read the documentation on
http://hurd.gnu.org to learn how to install GNU/Hurd and how to boot it.
You can download a GRUB bootfloppy or you can install it on your harddrive,
both are fine.
