You're not root or /usr/sbin is not in your PATH...

On a testing box :

~ (1) $ locate update-rc.d
/usr/sbin/update-rc.d
/usr/share/man/fr/man8/update-rc.d.8.gz
/usr/share/man/ja/man8/update-rc.d.8.gz
/usr/share/man/man8/update-rc.d.8.gz
(mar jun 03 08:55:49) devteam17:sdusart
~ (2) $ dpkg -S /usr/sbin/update-rc.d 
sysvinit: /usr/sbin/update-rc.d
