Precisely where did you see *any* of the Hurd developers say that
development of Mach or the Hurd for Mach would stop?

I suggest that it is a figment of your imagination.

Yes, of course the old gnumach (1.2/1.3) will bite the dust eventually,
but that is beside the point.
