Actually, somewhat differently than Mach.  Those systems run an OS called 
VM (virtual machine), on top of which the various guest operating systems 
can run (usually ESA, CMS, or MVS).  Each user gets what appears to them 
as their very own machine, running their own OS. It multiplexes the hardware, 
basically.  For example, I've seen an admin on an OS/390 machine create and 
destroy "disks" on the fly.  In essense, VM is rather like 
having VMware as on OS, but created thirty or fourty years ago :-) 

As I understand it (not having an OS/390 myself :-), Linux will run either 
as a guest OS under VM or on the raw metal itself.
