I think it's just because of the name of this mailing list, debian-hurd
When you create newsgroups for debian mailing lists, you create them under
linux.debian section, so comp.os.linux.debian.hurd.
And on the debian website, the web pages for debian-hurd are
http://www.debian.org/ports/hurd
But you are right, most of computer users doesn't think Hurd is a different
OS.
