Hmm, I just use:
dpkg-buildpackage -ahurd-i386 -B -rfakeroot

The reason it's a 'cheap' cross compiler is because it depends on
a) gcc being a 2.95.4 functional i386-linux targetted compiler
b) It relies on your hurd partition being mounted as /gnu
