Nope, you need to get sysvinit from alpha.gnu.org.  Note however, that sysvinit
crashes hard for me.  THerefore, I recommend that you install to satisfy the
dependency and then change the link in /etc/alternatives/tunsystem to point
back to /libexec/runsystem.gnu
